From the beginning of this week, the event drawing the most attention has been the Hanoi Convention.

The signing ceremony of the Hanoi Convention officially concluded on Sunday after two days of meeting at the international press conference it was announced that the agreement is among the largest treaties signing of the past decade.

According to the United nations, the convention marks a historic milestone establishing a global framework to strengthen cooperation in the investigation and prevention of cybercrime.

The event attracted around 400 journalists from nearly 200 media outlets worldwide and and was described as a proud moment for Hanoi, the first international convention ever named after a Vietnamese city.

And now let's walk through the most impressive numbers.

As the event concluded some hours ago, the Hanoi Convention represents an unprecedented move by the United nations to help countries respond more quickly and effectively to cybercrime.

It took more than five years since the negotiation process in 2019 for the Hanoi Convention to open for signature with input from 150 UN member states, over 1,000 delegates from more than 110 countries and international organizations came to Hanoi for the United Nations Convention Against Cybercrime known as the Hanoi convention.

After two working day, 72 participating countries signed the convention with reaffirmed their commitment to joint efforts to combat cybercrime.

The convention is a document consisting of 9 chapters and 68 articles.

It establishes general provisions preventing and combating offenses, recovering proceeds from such crimes and enhancing international cooperations particularly in cross border electronic evidence sharing.

And for the Hanoi Convention to be implemented effectively, countries should prioritize ratifying and integrating its provisions into domestic laws.

Vietnam today will continue to follow up on this convention.

These are the figures highlighted as the Hanok Conventions wrapped up and over just two days, Hanok became the center of global attention.

One plenary section eight high level conferences and 37 site events brought together more than 2000 delegates from hundreds countries and and 200 international organizations.

The outcome 72 signatures recorded marks an impressive milestone for signing ceremony of the Hanoi Convention and the host nation.

Vietnam has earned widespread praise for its outstanding efforts and organization.

We're really, really conscientious of getting a large number of countries here, in a large number of Saudis.

So they've put a lot of effort around the world in international forums over the last six months or so to promote the signing ceremony to attract countries to come here.

So that all goes to the success of having a great signing ceremony where as I said, Over 70 countries have committed to the convention going forward.

It was a very good opening ceremony, very well organized and Very well structured.

A really interesting way of putting together art and cybercrime and also development of technology.

And the only thing that I would like to wish Vietnam is to continue playing this leadership role that you already demonstrated by putting yourself as host for the signing ceremony.

Also in the next step, which is very important.

Yes, Ambassador, you have been right here at the National Convention center witnessing the historic moment.

Now, on a personal level, what was it like for you to be at the venue, to feel the atmosphere, to see the world come together in such a historic event like this?

For me and many of my distinguished colleagues who, who have been for years as Vietnamese diplomats at International organization and the United nations, this is truly a landmark event which one that we could hardly have imagined just a few years ago.

anyone who, who anyone could feel deeply honored and proud to witness the world coming to Hanoi for this significant occasion.

I could see admiration and joy in the eyes of many friends, both local and international, including ambassadors in Hanoi who were genuinely delighted to see Vietnam's growing role and commitment to multilateralism and as international legal order to make this possible.

Tireless efforts have been made by our leaders and the heads of our mission in New York over 22 terms as well as the entire team of the International Law Department and many other department in the Ministry of Foreign affairs, not mention other ministry and agencies.

For us, this represents a valuable opportunity for our staff to learn to grow and further enhance their professional skills.

And could you share with us the key outcomes achieved after the two day opening ceremony of the Hanoi Convention?

The opening ceremony of the Hanoi Convention has truly gone beyond expectation.

It was not just a formal event, but a meaningful platform for dialogue and cooperation.

Over the last two days, we witnessed active participation from more than 150 nations and international organizations.

The event featured eight highlights, a high level site events and 37 cinematic session where government officials, experts and law enforcement representatives exchange practical experiences in addressing cyber crimes.

Most importantly, the convention signing in Hanoi marks a turning point in global cooperation with where countries, regardless of their levels of development, come together to build trust, transparency and a shared legal framework to protect the digital environment.

And for Vietnam, being chosen as the host reflects the international community's recognition of Vietnam's role from an active participate participant in global digital transformation to a responsible contributor to to shape as international cybersecurity norms.

Yes, and I understand that the Opening Ceremony marks just the beginning.

Indeed, the Opening Ceremony marks only the beginning of long term global efforts.

Following the event in Hanoi, the Convention will remain open for for signature in the UN headquarter in New York until December 2026, allowing more countries to join in the coming months.

From now on, signatory countries will focus on ratifying the Convention in accordance with that national legislation as stipulated in Article 165 of the convention.

The convention require 40 ratifications before it can enter into force.

When it enters into force, the most important phase will be implementation, translating the Convention principles into concrete actions, including developing national legislation, building capacity and strengthening cooperation cross border cooperation between countries to ensure that all member States can effectively prevent, investigate and prosecute cybercrimes.

Vietnam I think that we will continue to work closely with the United nations and Member States to share experiences and to enhance regional cooperation, as well as to support the implementation of the Convention.

The Convention focus the Convention's focus on supporting developing countries surely will bring opportunities for developing countries like Vietnam in providing technical assistance, training and capacity building, especially for young people.
