Who are the winners and losers of the longest shutdown in U.S. history?

Well, first and foremost, there are the American people.

Salaries haven't been paid to millions of federal workers.

Flights have been canceled or delayed, causing air traffic chaos.

Food aid to help 42 million low income Americans pay for groceries have also been disrupted.

But on the political front, drawing clear lines about the winners and losers of the shutdown is a lot more complex.

When eight US Senators broke with the Democratic Party leadership and voted on Monday with their Republican counterparts to send a temporary funding deal to the House, well, outrage among many Democrats ensued.

For them, the senators caved, exposing a deeply fractured party that in the end didn't get what it wanted for health care subsidies to be part of the budget.

In the end, the Democrats did not have their demands met.

Instead, they agreed to a deal that Republicans had offered back in September.

As many Republicans touted Monde's vote as a victory, some political scientists have weighed in to say not so fast.

Shutdowns really are a bipartisan failure.

But what we have seen in the past is that one party is the one that typically gets blamed.

While a lot of us are talking about the Democrats right now, I think that as we look back on this, that it will be, it will be kind of blamed as a Republican shutdown as well, largely because they were taking away something that was pretty popular, which is the ACA subsidies, and

the Democrats were trying to prevent that.

With the jury still out on the long term political winners or losers of the shutdown, the election earlier this month made it clear that health care and economic woes are top among the issues on American voters minds.

This is politicians look to the next budget fight and beyond that to the midterms next year.
