So how can we harness ICT
and the opportunities it offers to better support learning in our communities?
here are some strategies
Work with all stakeholders to set up platforms
which facilitate online learning at national level
Digitalize existing contents and upload them on the platforms
For example, K-MOOC, J-MOOC and Thai MOOC were developed by the government s
At community level, identify learning needs and suitable contents for people
Try to create an online platform for particular target groups such as ethnic minority
and encourage educational institutions training providers or local experts
to contribute content that's already been developed with an emphasis or knowledge
that's valuable for the community
Make sure that the contents are available on mobile devices
because more people access Internet through their smartphones rather than PC
Creating the platform may not be possible in some cases.
Encourage the CLC facilitators to utilize available resources
from existing platforms that are relevant to the community
Provide capacity development for the CLC facilitators
on what available and how to utilize them
Utilize available online contents and ICT tools intercurrent learning programs
it is called "Blended Learning "or "Flipped Learning"
Give adult learning facilitators the tools and training they need to use it in the classroom
Aim to connect people with similar needs goals
or share ambitions in your community together through online platforms
Identify local experts and seek ways
to link them with the expertise they are looking for
Promote your content in your community and make it visible
and work to ensure accessibility for everyone
by integrating spoken or visual support as needed
Next let's look at three cases of providers using ICT
to support learning and communities in a region
In the Republic of Korea experts and institutions have worked towards
a single platform for e-learning called K-MOOC
What is unique is it connects with national systems of accreditation
which means learners accumulate credits online
and these grant them access
to more advanced levels of training
offline and online across the country
K-MOOC also connects with social media allowing learners to communicate
share progress and achievements
Let's look at private-sector
Nowadays there are many co-working and co-learning spaces globally
For example, We Work and Meet-up aim to connect people with common interests online
So that they can work on it together in real spaces
Like Jamal and Felicia, who formed Code crew meetup
So they could learn how to code together
with others who also wanted to learn in the Chicago area
In Myanmar, Thabyay foundation developed distance-learning platform for young people in ethnic minorities
to learn English for examination or professional career development
Thabyay's learning platform makes use of ฺBlended Learning
by combining a self-study resource pack which is sent physically to learner
and access to an online study portal
which is designed to run on low-bandwidth connections
and across a range of languages
Thabyay's eLearning Platform is a great example
of how we can promote work skills through online learning
across a range of communities
