If Satan causes all of the suffering in the world and God is the one who puts Satan in the world with foreknowledge, then God is responsible for everything Satan does.

Except Satan doesn't just have free will.

He has special powers where he can roam around, being omnipresent on the earth, getting into people's minds, meddling in their lives, creating all of these disasters, spreading all of this evil all over the earth.

God created him knowing exactly what Satan would become.

And instead of going, "Hmm, maybe I shouldn't create this dude," just chose to create him anyway, and then give him special powers, and then send him down to earth so he can live with you and mess everything up around you.
