This is simply the fastest increase California has seen since the beginning of this pandemic.

We have counties now that we are moving back based on that blueprint based upon the emergency brake, based upon the protocols that we put into place when we announced this blueprint 11 weeks ago that will allow us to move back or, for that matter, to the extent we see some stability to allows flexibility going forward.

But counties to move back after one week, not just two weeks.

Some counties will move multiple tiers not just, for example, yellow, orange or orange to red as more and more people come back indoors.

As the warmer months become in transition, colder months that the heightened risk and heightened concern presents itself.

It is good news that were 4.6% positivity compared to the rest of the nation.

But those trend lines are very, very challenging, and that's why we have to be aggressive.
